Congresswoman Brown Applauds Creation of White House Council on Supply Chain Resilience

Brown previously introduced bipartisan legislation to create a National Commission on Critical Supply Chains in June
Washington, DC – Today, the White House announced a number of actions to build on progress and further strengthen America’s supply chains, including the creation of the White House Council on Supply Chain Resilience, which will advance the Administration’s government-wide strategy to strengthen both our domestic and global supply chains. The Council will complete its first comprehensive review of America’s supply chains by December 31, 2024, and convene a Supply Chain Data and Analytics Summit in 2024 with public and private stakeholders.
The White House also announced that President Biden will use the Defense Production Act to make more essential medicines in America and mitigate drug shortages. Additionally, the Biden-Harris Administration will create a Supply Chain Resilience Center to monitor disruptions.
In June, Congresswoman Shontel Brown (OH-11) introduced legislation in line with these actions, filing The Critical Supply Chain Commission Act (H.R. 4279) which would establish an independent, non-partisan commission to advise Congress on how to bolster domestic production and supply chain capabilities in strategically important industries.

And importantly, this builds on the progress we made with the historic legislation from the 117th Congress. Bringing prices down is a top priority for my constituents and for folks across the country. That’s why I introduced legislation to create a National Commission on Supply Chains and I look forward to working with the White House to boost domestic production, get products delivered, and lower costs.”
Monday’s announcement follows substantial progress on supply chains and reducing inflation that the White House and House and Senate Democrats delivered during the 117th Congress, thanks to the Bipartisan Infrastructure Law, the CHIPS and Science Act, and the Inflation Reduction Act. Congresswoman Brown voted for all three pieces of legislation.
Among the measures included in these three landmark bills:
- The Bipartisan Infrastructure Law included significant funding for ports, airports, rail, and roads, including $3.4 billion to modernize points of entry.
- The CHIPS and Science Act includes $53 billion in investment to support domestic semiconductor manufacturing, a key component of bolstering American supply chains. The law also created a 25 percent tax credit for capital investments in semiconductor manufacturing.
- According to private sector analysis, the Inflation Reduction Act has de-risked the battery supply chain and catalyzed investment. The IRA includes federal funding for clean energy and electric vehicles and measures to lower health care costs. Since the passage of the IRA private companies have announced more than $110 billion in new clean energy manufacturing investments, including more than $70 billion in the EV supply chain according to the White House.
These efforts have helped unsnarl supply chains, normalize the flow of goods, and lower inflation. From October 2021 to October 2023, supply chain pressures as measured by the New York Fed declined from near-record highs to a record low, helping lower inflation, which has fallen by 65% from its peak.
