Congresswoman Brown Votes for Bipartisan Bills to Support Allies, Provide Humanitarian Aid

Washington, D.C. – In overwhelming votes, the House of Representatives passed H.R. 8034, H.R. 8035, H.R. 8036, and H.R. 8038, a legislative package to assist America’s democratic allies in need — Israel, Ukraine, and in the Indo-Pacific — and provide humanitarian aid to civilians in Ukraine, Gaza, and around the world. Congresswoman Brown voted for each bill and urges swift passage of this critical legislation in the Senate.
The legislative package was brought to the House floor only after House Democrats took unprecedented action to support a bipartisan procedural Rule. Democrats took this step in the face of exceptional Republican dysfunction, which delayed critical aid for months.
“Today, the House of Representatives sent a strong, unified signal to the world: America stands by our allies and supports people in need,” said Congresswoman Shontel Brown. “Finally, after months of outrageous, unnecessary delay, Republicans have allowed a vote on these measures, overwhelmingly passing President Biden’s supplemental package to support and defend our allies and provide humanitarian relief to innocent civilians in Gaza and around the world. Our allies face unprecedented and coordinated threats from Iran and its proxies, Russia, and the Chinese Communist Party. President Biden and his Administration have made crystal clear: the United States stands by our allies in their security and defense and will undertake extraordinary effort to provide humanitarian relief to alleviate the suffering of innocent people.”
On Saturday, the House passed the following legislation:
- H.R. 8034, the Israel Security Supplemental Appropriations Act of 2024
- Appropriates approximately $26 billion for the purpose of supporting Israel in its defense against Iran and its proxies, including Hamas, and to reimburse U.S. armed services in response to recent attacks in the Middle East. Includes over $9 billion for humanitarian aid and migration assistance, to fund assistance to innocent civilians in Gaza, Ukraine, Sudan, Haiti, and other locations experiencing acute crises.

- Appropriates approximately $60 billion to support Ukraine in its fight against Russia’s illegal invasion. Includes $23 billion to be used in replenishing U.S. weapons, stocks, and facilities. 90% of aid to Ukraine is spent in the United States, including at least two locations in Ohio.

- H.R. 8036, the Indo-Pacific Security Supplemental Appropriations Act of 2024
- Appropriates approximately $8 billion to our allies in the Indo-Pacific region, to counter the Chinese Communist Party’s aggressive actions — particularly toward Taiwan.

- H.R. 8038 21st Century Peace Through Strength Act
- A collection of bills to address security threats. Includes legislation to require the sale of social media platforms controlled by foreign adversaries of which Congresswoman Brown is an original cosponsor. Also declares international fentanyl trafficking a national emergency and directs the U.S. Department of the Treasury to uproot the financial assets of transnational criminal organizations; sanctions ports and refineries that receive and process Iranian oil; and empowers the Biden-Harris Administration to transfer frozen Russian sovereign assets to Ukraine.
