Congresswoman Brown's FY 25 Community Project Funding Requests
Community Project Funding (CPF) is an initiative started in FY22 that allows Members of Congress to request direct funding for projects that benefit the communities they represent. CPF is separate from federal grants and funding apportioned by formula.
CPFs will be governed by strict requirements to promote transparency and prevent waste, fraud, and abuse. Notably, only non-profit organizations, state, local, tribal, and territorial governments may apply for CPF. In addition, only projects with demonstrated community support will be considered (entities may submit additional documentation to show support).
Funding requests do not guarantee funding for any individual program. Please note that only one-year funding requests will be considered, and state and local matching requirements will not be waived for projects that would otherwise have such requirements. Funding is decided once the budget is agreed to by both chambers of Congress and signed into law by the President.

Recipient: Cuyahoga County Executive's Office
Project Name: The Beulah Park-Euclid Beach Lakefront Connector Trail Project
Address: Lakefront segments East 6 and East 7
Requested Funding Amount: $2,500,000
Purpose of Project: The Beulah Park-Euclid Beach Lakefront Connector Trail project will enhance equitable access to Lake Erie and its surrounding amenities for underserved communities within Cuyahoga County by constructing a new public access and multimodal trail along the lakefront.
Recipient: Northeast Ohio Regional Sewer District (NEORSD)
Project Name: Big Creek West Branch Culvert Repair Project
Address: In the 17720 Puritas Ave, Cleveland, OH, 44135 area
Requested Funding Amount: $2,000,000
Purpose of Project: This project will utilize a geopolymer liner to repair a decaying corrugated metal pipe running under an elementary school, church, and in the backyards of residential homes.
Recipient: Cuyahoga Community College District
Project Name: Center for Entrepreneurs
Address: 4400 Richmond Road, Warrensville Heights, OH 44128
Requested Funding Amount: $1,100,000
Purpose of Project: This project will support Cuyahoga Community College (Tri-C)’s Center for Entrepreneurs to complete its mission to provide resources and support to help individuals and businesses succeed in their entrepreneurial pursuits.

Project Name: CHEERS – Phase One
Address: 5555 N. Marginal Road Cleveland, OH 44114
Requested Funding Amount: $7,000,000
Purpose of Project: To reinvent and reinvigorate the city of Cleveland’s eastern lakefront to public greenspace with access to Lake Erie and places for people and nature.
Recipient: Cleveland Hopkins International Airport
Project Name: Cleveland Hopkins International Airport, Stormwater Outfall and Access Improvements Project
Address: 5300 Riverside Drive, Cleveland OH 44135
Requested Funding Amount: $3,375,000
Purpose of Project: The project will make improvements to the Cleveland Hopkins International Airport’s (CLE) stormwater drainage system to help prevent further erosion and potential impact on CLE's airfield.

Project Name: Cleveland Public Safety Radios
Address: 601 Lakeside Avenue, Cleveland OH 44114
Requested Funding Amount: $1,498,000
Purpose of Project: The purpose of this project it to provide Cleveland's first responders with vital equipment by replacing their outdated and unrepairable radios.
Recipient: City of Cleveland
Project Name: East 66th Complete Street (DREAM 66)
Address: East 66th Street, Euclid to Superior, Cleveland Ohio 44114
Requested Funding Amount: $1,850,000
Purpose of Project: This project will construct multimodal green infrastructure improvements along this corridor that has been recognized for its economic development opportunity for increased access to jobs, education, information, health services, and overall enhances quality of life.
Recipient: Greater Cleveland Regional Transit Authority (GCRTA)
Project Name: GCRTA Light Rail Track Reconstruction Program
Address: Blue and Green Lines located in the Cities of Cleveland and Shaker Heights Ohio
Requested Funding Amount: $ 3,000,000
Purpose of Project: The Light Rail Track Reconstruction Program will reconstruct approximately 10 miles of the light rail track constructed in 1980 from Kinsman Road east through Shaker Square and to the eastern ends of the Blue and Green Lines.
Recipient: Center for Employment Opportunities (CEO) Cleveland
Project Name: Innovation in Public Safety: Advanced Training Pathways for Formerly Incarcerated Ohioans
Address: 1500 Hamilton Ave., Cleveland, OH 44114
Requested Funding Amount: $300,000
Purpose of Project: CEO Cleveland, a nonprofit reentry organization providing comprehensive workforce development training exclusively to individuals returning to the community from incarceration, will utilize the requested funds to expand their advanced training career pathways in high-demand industries and build the capacity to provide these offerings to the over 300+ individuals joining the program each year.

Project Name: Internet Crimes Against Children Taskforce Technology
Address: 1200 Ontario Street, 9th Floor, Cleveland, OH, 44113
Requested Funding Amount: $500,000
Purpose of Project: This critical project will assist law enforcement in meeting the rising costs of digital forensic software cloud storage and investigative tools to identify both victims and offenders.
Recipient: Cuyahoga County Port Authority
Project Name: Irishtown Bend Stabilization and Rehabilitation
Address: 1441- 1505 West 25th
Requested Funding Amount: $6,000,000
Purpose of Project: This project will prevent the collapse of the Irishtown Bend hillside and the closure of the ship channel and consequently Cleveland Cliffs mill.
Recipient: City of Euclid
Project Name: Shore Cultural Centre Historic Preservation Project
Address: 291 E 222nd St, Euclid, OH 44123
Requested Funding Amount: $2,241,103
Purpose of Project: This project will contribute to the redevelopment of the Shore Cultural Centre (SCC) by re-roofing and installing exterior windows at the center.
Recipient: Near West Side Multi Service Corporation (d.b.a. May Dugan Center)
Project Name: Trauma Recovery Center
Address: 4115 Bridge Ave, Cleveland, OH 44113-3304
Requested Funding Amount: $900,000
Purpose of Project: The Trauma Recovery Center (TRC) provides immediate and critical assistance to victims and survivors of crime, and is a partnership with law enforcement, hospitals, and other community agencies. Funding for this project would support and expand services offered.
Recipient: City of University Heights, Ohio
Project Name: The University Heights Manhole Separation Project
Address: 2300 Warrensville Center Road University Heights, OH 44118
Requested Funding Amount: $1,111,600
Purpose of Project: The purpose of the University Heights Manhole Separation Project is to improve the sanitary and storm sewer system in the City of University Heights to mitigate environmental contamination in Northeast Ohio through the separation of 60 manholes.
Recipient: City of Cleveland Ward 10
Project Name: Ward 10 (NORA) Economic Revitalization Recovery Development
Address:5342 Stanard Avenue, Cleveland, Ohio 44103
Requested Funding Amount: $1,000,000
Purpose of Project: This project seeks to construct two recovery and six permanent supportive houses for inner-city Cleveland residents in treatment or recovery from substance use and co-occurring substance use and mental health disorders.
