Congresswoman Brown's FY24 Community Project Funding Requests
Community Project Funding (CPF) is an initiative started in FY22 that allows Members of Congress to request direct funding for projects that benefit the communities they represent. CPF is separate from federal grants and funding apportioned by formula.
CPFs will be governed by strict requirements to promote transparency and prevent waste, fraud, and abuse. Notably, only non-profit organizations, state, local, tribal, and territorial governments may apply for CPF. In addition, only projects with demonstrated community support will be considered (entities may submit additional documentation to show support).
Funding requests do not guarantee funding for any individual program. Please note that only one-year funding requests will be considered, and state and local matching requirements will not be waived for projects that would otherwise have such requirements. Funding is decided once the budget is agreed to by both chambers of Congress and signed into law by the President.

Recipient: Case Western Reserve University
Project Name: Advancing the State-of-the-Art in Metals and Semiconductor Technology
Address: 2104 Adelbert Road, Cleveland, OH 44106
Requested Funding Amount: $5,000,000
Purpose of Project: This project will be used to support the acquisition of critical research equipment necessary to drive the establishment of a new integrated complex to advance and revitalize U.S. leadership in two critical manufacturing technologies: metals production and semiconductors. The initiative will support the next generations of scientists and engineers for the semiconductor and manufacturing industries.

Project Name: Blanche Avenue Extension
Address: Blanche Avenue, Cleveland Heights, OH 44118
Requested Funding Amount: $2,500,700
Purpose of Project: To provide new housing opportunities in a growing section of the City, provide additional revenues and taxes, and reduce the burden faced by the Parks and Properties Department and Police Department.
Recipient: Cuyahoga Community College
Project Name: Public Safety Center of Excellence
Address: 11000 Pleasant Valley Road, Parma, Ohio 44130
Requested Funding Amount: $1,038,087
Purpose of Project: Cuyahoga Community College’s Public Safety Center of Excellence is seeking equipment to enhance law enforcement education. Equipment will be used to advance all police training offerings and to enhance de-escalation, crime scene investigation, traffic accident investigation, search and rescue, active shooter response, procedural justice, minimizing lethal police response, and community policing.

Project Name: Circle East District Revitalization
Address: East Cleveland, OH 44112
Requested Funding Amount: $2,250,000
Purpose of Project: Part of a larger public-private 30-acre redevelopment project in East Cleveland involving the construction of 200 housing units and redevelopment of 18 commercial parcels.
Recipient: Fresh Water Institute
Project Name: Cuyahoga County Fresh Water Institute Development Project
Address: 2079 East Ninth Street, Cleveland, Ohio 44115
Requested Funding Amount: $500,000
Purpose of Project: This project will grow a local Freshwater Institute, which will lead through educational programming and outreach to rally partners together to grow our water economy and access to the lake.
Recipient: May Dugan Center
Project Name: May Dugan Center Enhancement
Address: 4115 Bridge Ave., Cleveland, Ohio 44113
Requested Funding Amount: $500,000
Purpose of Project: This funding would be used for the expansion and enhancement of the May Dugan Center, a non-profit serving nearly 20,000 people each year in Greater Cleveland.
Recipient: Murtis Taylor Human Services System’s Community Center
Project Name: Murtis Taylor Community Center Capital Investment Project
Address: 13411 Union Avenue, Cleveland, OH 44120
Requested Funding Amount: $795,950
Purpose of Project: The project will expand the Murtis Taylor Human Services System’s Community Center capacity to serve children, adults, and seniors by addressing critical capital repair and renovation.

Project Name: Precision Urban Agriculture Initiative
Address: 22800 Cedar Point Rd Cleveland, OH 44142
Requested Funding Amount: $2,000,000
Purpose of Project: The Precision Urban Agriculture Initiative will help Cleveland as it pursues the goal of becoming the nexus of 5G, a leader in advanced small drone operations in populated areas, and a developer of urban green space for farming.

Project Name: Inpatient Residential Treatment Facility
Address: 2270 Professor Avenue, Cleveland, Ohio 44113
Requested Funding Amount: $1,054,520
Purpose of Project: To expand a new facility to provide 35 inpatient beds for all genders.

Project Name: Innovation Square Phase 2: Affordable City of Cleveland
Address: 2300 East 105th Street, Cleveland OH, 44106
Requested Funding Amount: $2,849,000
Purpose of Project: The project is part of a transformational plan to improve a disinvested section of the Fairfax neighborhood into a mixed-income community offering quality housing options for all income levels and featuring a neighborhood green space, a new national grocery store (Fairfax Meijer Market), and a variety of housing choices includes single-family new home construction and apartment living.

Project Name: East 115 Street Sewer
Address: East 115 Street between St. Clair Avenue and Grey Avenue in the City of Cleveland
Requested Funding Amount: $960,000
Purpose of Project: The purpose of this project is to improve the capacity of the existing combined sewer system by replacing approximately 1,200 feet of existing combined main sewer with a larger main sewer.

Project Name: West 70 Street Sewer
Address: West 70th Street between Detroit Avenue and Father Caruso Drive in the City of Cleveland
Requested Funding Amount: $1,280,000
Purpose of Project: The purpose of this project is to improve the capacity of the existing combined sewer system by replacing approximately 1,800 feet of existing combined main sewer with a larger main sewer.
Recipient: The City of Lakewood, OH
Project Name: Storm and Wastewater Pollution Prevention
Address: 12650 Detroit Ave, Lakewood, Ohio 44107
Requested Funding Amount: $4,999,775
Purpose of Project: The City of Lakewood’s funding request will support the Clean Water Lakewood Initiative and continue the work to bring the community into compliance with the Clean Water Act.
Recipient: The Collaborative to End Human Trafficking (CEHT)
Project Name: CombatingYouth Trafficking Program
Address: 24600 Center Ridge Road, Suite 225, Cleveland, OH 44145
Requested Funding Amount: $846,726
Purpose of Project: The Collaborative to End Human Trafficking (CEHT) will advance child welfare across the Northeast Ohio region using a collaborative and multi-disciplinary approach. This project targets the prevention, interruption, and reduction of the pipeline of vulnerable youth that feeds the crime of human trafficking in our communities. This will thereby reduce violent crimes associated with trafficking for the most marginalized youth.

Project Name: Hough Community Green Space Project

Purpose of Project: To enhance high-quality and accessible park spaces.
