SNAP Benefits at Risk Beginning November 1: What You Need to Know

The Trump Administration has directed all states to temporarily pause November Supplemental Nutrition Assistance Program (SNAP) benefits due to the ongoing federal government shutdown.
Congresswoman Brown strongly opposes this decision by President Trump and is calling on the USDA to use existing emergency funding to make sure SNAP benefits continue. Congresswoman Brown has also called on Governor DeWine to use the state’s rainy day fund if needed, and co-led legislation with Congresswoman Sykes to make sure that SNAP benefits are not interrupted due to shutdowns.
Here is the latest as of October 28, 2025:
- If you or your family rely on SNAP benefits, EBT cards will not be loaded with additional benefits beginning November 1.
- Your existing card will continue to work, but your regular payment will not appear.
- Once funding resumes, missed November benefits will be issued retroactively.
- Keep your EBT Card active
- Continue to apply or renew your benefit application as needed
- Check for updates from Cuyahoga County, which administers SNAP locally.
